FEARS “CHEAP LABOUR.” A somewhat similar case to Japanese exclusion from the United States has developed in Japan, according to officers of the steamer Empress of Russia. Drastic action, which may result in the deportation of 6000 Chinese labourers now in Japan, is expected from the Government soon, according to information which the steamship offices have. Chinese labour is affecting employment in Japan. The Chinese work for smaller wages. The Chinese affected by the proposals are distributed as follows: Tokio, 1400; Osaka, 1000; Hyogoo, 450; Ehime prefecture, 500; and Tvanagawa prefecture, 430.
