STATEMENT ON EXCLUSION ACT

The Foreign Minister (Mr. Shidehara), in addressing the Diet, declared that Japan regards the immigration dispute with the United States as settled for the time being. It is evident that the two nations should Jive in cordial friendship for all time, and co-operate in the great mission of promoting peace and security in the Pacific regions and throughout the world. “We are confident,” he said, “that these views are shared by the vast majority of the American people.” With regard to the discriminating clause against Japanese in the United States Immigration, Act of 1924, Mr. Shideliara said the question was still unsettled, but it should be remembered that the law can only be modified by law, and under the American constitution legislature is entirely independent of the executive. It was obvious, therefore, that the continuation' of discussions between the two Governments at tJiis time could seive no useful purpose . What was really important in the final analysis of the question “is that the American people shall come to have a oorrect understanding of our people and our points of view. Impetuous moods and impassioned utterances will not conduce to international understanding. There is no doubt that the same love of justice that kindled American independence still inspire® the minds of the American, people. The dav will come when that fact will be fully demonstrated. ’ ’
