A conference of naval authorities at Shanghai and representatives of the municipal authorities considered measures for the defence of the settlement. The trouble apprehended is the same as last week, when thousands of defeated troops poured into the settlement. It is understood that the nieeting resolved that this should not be allowed to occur again. In the event of the defeated army falling back on Shanghai every effort will be made to deflect them to another quarter, and, if necessary, force will be used.—Reuter. REHABILITATION CONFERENCE.

SUN YAT SEN’S OBJECTION. PUBLIC NOT INCLUDED. (Received Jan. 21, 9.5 a.m.) PEKING, Jan. 20. Sun Yat Sen, replying to Tuanchijui’s invitation to attend a rehabilitation conference, says: “Previous conferences have all been barred because the people have been excluded. They have been attended only by militarists having actual power. You adopt the same principle.” Sun .Yat Sen requests the inclusion of the people’s representatives, to be elected by merchants, universities, trade unions and agricultural associations. He says that resolutions on military and financial problems should be reserved for ffnal decision by the people’s assembly, which should follow the conference. —Reuter.
