The Daily Telegraph quotes Soviet newspapers and also the Russian journal Din, published in Berlin, stating that the famine in South Russia- is deplorable. The population of two grainproducing districts have been breadless since October, and are eating dogs and cats, and even cattle droppings. The Soviet proposed to despatch grain from Kieff, but found a deficiency of 150,000 tons, which must be imported. The use of food substitutes is causing a disease of the gums. An outbreak of typhus is feared.
