The German reply to the Allies’ Note has been delivered to the ambassadors. The text will be published on Thursday. The reply protests against the nonevacuation of Cologne, and maintains that even if there have been minor failures to carry out the disarmament clauses of the Versailles Treaty (which have not been- proved and are not admitted by, Germany) th© Allies would still be unjustified in their action, since the main fact of compliance remains unaltered.
