WASHINGTON, Dec. 29. “In the twentieth century Great Britain must choose between an association of nations and the notorious doctrine of the balance of power with its spectre of inevitable wars,” declared the British ambassador (Sir Esme Howard) in an address before the American Political. Science Association.
He said the United States, on account of its geographical position, might hold off from European entanglements. One of the chief duties of Britain in the future would be to explain and interpret the« necessities and difficulties of Europe to Americans anti to the overseas Dominions, while at the same time working for an enduring peace in Europe.
