HUGE FOREIGN DEBT. 8Y CABLE—PEESS ASSOCIATION—COPYRIGHT Received Dec. 29, 1.55 p m - ; PARIS, Dee. 27. ~ A statement on- the financial condition_ of France, issued by the Finance Minister, shows that while the national debt at the end of 1912 was .32,594 million francs, now it is 73,550 gold francs and the foreign debt is now thirty-six billions francs. It bate been increased to 330 per centJ since the outbreak of war.
