Ihe Esthoman Government lias decided to outlaw all individuals identifythemselves with the platform of u , ird International, as Communist rebels are causing the Government great anxiety owing to fears of a Russian invasion. _ General Kowra shot many soldiers in Narva for.refusing to obey orders, and issued a proclamation that he will ‘ not hesitate to shoot one in every ten of the population if Narva does not assume a normal aspect. Esthonians also trapped a. large party of Communist rebels under Russian leadership, and sent them t'o Reval far courtmartial.
