LONDON, Dec. 4. • I L. . lr ? correspondent of the Mornin.f. a earns that a Royal decree will be issued to-day, appointing Sir Geoffrey Archer, Governor of Uganda, to be Governor-General of the Sudan. Mr Austen Chamberlain (Minister for foreign Affairs), in a speech on the eve his departure for Rome, expressed the opinion that it was quite clear ttiat what had occurred in Egypt was not within the provisions of the covenant of the League of Nations, but out of respect for the League he would give ai ?y desired information relatino- to what had occurred or the reasons for the Government’s policy. It was hoped when the presept difficulties were solved to resume friendly relations with tiie Egyptian Government, to renew the abortive conversations, and to retain a policy of minimum interference in Egyptian independence.
