THE ZINOVIEFF LETTER.
SOVIET DENIES RESPONSIBILITY. ttY CABLE—PRESS ASSOCIATION —COPYRIGHT. LONDON, Nov. 28. Replying to the British note of November 21, refusing to advise ratification of the Anglo-Russian treaties, the Soviet expresses regret at the decision and disavows responsibility for the feeling of discontent which the decision of the British Government will cause in both countries. Dealing with the Zinovieff letter, the reply expresses extreme surprise that after declining the otter of an investigation of the documents by an impartial court, the British Government makes vague statements, unsupported by any evidence, that the document is genuine, and refuses to accept such unproved allegations. It accuses the British Government of endeavouring to evade the olfer of arbitration by allegations regarding the relationship of the Communist International with the Soviet Government, in which connection it reiterates the complete political and administrative independence of the International. The reply insists that the otter of arbitration is the only means of au unbiassed settlement. The reply, which is signed by M. Rakovsky, says it is understood that the British Trade Union delegation, at present in Moscow, unanimously came to the conclusion that the document is a forgery.
