WASHINGTON, Nov. 30 Addressing the Southern Society, Ambassador Howard said .that Britain was carrying out the terms ot - the Washington Treaty limiting naval armament. Replying to statements that had been made that England was not adhering to the obligation, the Ambassador said he attached no importance to such talk, or criticism based upon it. “In order that you gentlemen who live near the seashore may not think it necessary for the safety of your families to purchase homes far inland because a ‘perfidious Albion’ is secretly breaking engagements,” he edded, “I will say to-day that the British Government has not received from any signatories to tlie Treaty any protest or observation whatever tending to show they have the slightest notion that Britain is not carrying out her side according to the letter and spirit. I presume all these Governments cannot have sunk info a condition of coma, nor are they completely indifferent to the interests of the countries they govern, that it wah left to private citizens to make these alarming disclosures.”
