' The political correspondent of the Daily Express reports that the Premier (Mr Stanley Baldwin) yesterday created a precedent by inviting the High Commissioners tor the Dominions to meet him at Downing Street on. the eve of the first Cabinet meeting, which was held to-day. The Premier outlined matters of foreign policy affecting the Empire, and 'left it to the discretion of the commissioners to communicate to their Governments Such details as they deemed interesting or important.
