SOVIET EASTERN PROPAGANDA

DISGUISED MANIFESTOES. The London Times Riga correspondent states; In connection with the arrangements of the Turkestan frontiers, the Soviet Government has issued a manifesto to “all Central Asian peoples, the majority of whom are degraded to the position of colonial slaves,” declaring: India, China, Egypt, and Persia are forced into the steel fetters of European and American Imperialism. . . . The changes in Turkestan are a hew link in the chain of the achievements of the Union of Soviet Republics. Bound together into a united revolutionary army of socialism, the Union of Soviets has established the foundation. of a new society in which the exploitation of man does not ex ist. Peoples of the Middle East elite rthe army of universal revolution created by the October revolution. The manifesto, which is full of rhetoric of this kind, is published in the official organ of the Moscow Government, disguised a s an appeal by the Executive Committee of Turkestan to their unfortunate kinsmen ontside tho Soviet Union. It declares that the oresent rearrangement is a stepping stone to the Soviet Union. Apparently since the conclusion, of the London Treaty the Soviet Government prefers to conduct its Eastern propaganda- t.hrongli Die local Soviet. Government, in order that the Central Government in. Moscow rnay, if desireable, disclaim responsibility. Similai? appeals have been' issued ostensibly by local peoples to kinsmen beyond* the the -Soviets European frontiers, particularly in connection with the creation of the new Moldavian Soviet Republic. The Soviet Government this week also officially approved of the formation of ri new “Society of Bessnr-bia-ns,” which will have its--centre at Odessa, to organise Bessarabians within and beyond the Soviet Union’s frontiers and agitate among the board masses for the- union of Bessarabia with the Soviet. The society must also assist the Bessarabian toilers to draw up a bill for damages suffered through the Rumanian occupation.
