FURTHER PROVISIONS. (By Telegraph.—Special to Star.) WELLINGTON, Nov. 5. The Government has introduced new clauses to the Finance Bill authorising local bodies to raise special loans to meet their contributions towards the construction and reconstruction of any main highway, under the provisions of the main highways scheme. County councils are authorised to pay from their general rate or levy a separate .special rate to meet their proportion due to the Highways. Board for the repair and maintenance of the main highway. The Government proposes to withdraw a clause authorising the payment of 5J per cent, interest on loans for the railway improvement scheme, thus leaving the maximum rate of interest at per cent.
