The following facts hate been established : There were three or four letters of a similar character despatched from Moscow and carried by special messengers to Communist headquarters and received by the Foreign Office, which received another one on October 10. One of the letters was banded to a very prominent Conservative ex-Minister, on October 22 on the occasion of the marriage of Kipling’s daughter. This was released to the press by the Conservatives’ headquarters. The .Foreign Office was informed on October 24 that the letter had been handed to the press.
