NEW SCHEME IN JAPAN. BY CA BLE—PRESS ASSOCIATION—COP BRIGHT TOKIO, Oct. 29. The Avar and education departments finally agreed to the plan for the reduction of the tAA T o-year conscription, substituting military drill in colleges and high schools, and for graduates of the middle school, corresponding with the American high schools. Exempted oneyear graduates in normal schools must serve for five months. The War Office is proposing to extend the priA T ilege to boy scouts, and young men’s associations, and proposes to abolish the present system of buying a year’s exemption. The scheme will become effective next year.
