A delegation recently arrived in Belgium with the object of encouraging Belgian industrialists, who had interests in Russia before the war, to restart their activities. Soviet envoys not only promised freedom from exploitation, but stipulated that only minimum taxes on turnover would be collected on behalf of the Soviet Government, and even pledged themselves to provide the necessary labour. Their efforts, however, were unsuccessful. The Belgian Government held aloof . from negotiations and informed the industrialists that if they concluded agreements they did so at their own risk.
