KAPONGA TOWN BOARD.

MONTHLY MEETING. The Kaponga Town Board met lasi evening. There were- present: Commissioners A. It. Bates (chairman), R. A. Law, O. E. Betts, .J . Kebely, A. ,J. Herbert, R. E. Williams, and Messrs A. E. Moss (engineer) and G. P Cook (clerk). The. formal resolution confirming the rates ifor the ensuing vear was adopted. ENG INFER ’ S ‘ R E PORT. The report of the electrical engineer (Mr A. E. Moss), as follows, was adopted:—“The principal work during the past month has been in connectioai with the arrangements to keep up the supply of power until the mpe lnievi'epairs are effected. The IOOTyYA transformer, kindly hired to us by the Taranaki Power Board, was erected at Auroa Road on the 4th- inst, the connections being made, by the Opimake engineer (Mr Crowley) and niyseif. The voltage- obtained proved low, and a. different tapping was tried on the 11th inst., which gave the required 3300 at no load. The transformer is being used lor a purpose different to what it is specially designed for, and the regulation is not satisfactory, the voltage falling under load. In consequence the plants are paralleled lor the morning milking time, this arrangement giving a good voltage all round. Arrangements are made- with the Opunake engineei for the first dry day, to take the power off for a couple of hours and an alteration in tappings will be made. The temporary shaft in the No.. I plant gave trouble this morning, but this has been made secure again. The consulting engineer visited the pipe line on Saturday and met ’the chairman of the Board, the secretary of the dairy company and myself, and tile position was discussed at length. He has all the necessary data, and will report early. Meanwhile we- have diverted the leakage to save scour.” Replying to Or. Law, Al r Mc,ss said that subsequent to the previous inquiry it had been considered advisable to obtain ail opinion from a consulting engineer concerning the service the lower and as yet unbroken portion of the pipe line could be depended upon to afford. After discussing this point with the elm innan and the dairy company authorities, it had been decided to obtain the services of Air Climie.. of Messrs Climie and Son, who was qualified to report on the matter mentioned as well as on the question of effecting repairs to the fractured portions. Air Moss thought - Air Climie would recommend a thorough overhaul, and that he would advise that steel bands be hastened round the lower nortion of the pipe at intervals of about five feet. The chairman considered that the board had been well, advised in calling in Air Climie. Replying to C'r. Williams, the engi- \ neer said the hoard had been advised that the repairs at present being effected to the alternate.]- from the lower power house would he. completed within the next four weeks. The chairman explained that provision had been made to carry on for that period. WORKS COAIMITTEE. Recommendations cf the Works Committee for future operations, as follow, were adopted:—The. cleaning of the Upper Alanaia. Road from the Dairy Company’s premises northwards and formation' of runways to carry off storm water from the footpaths; completion of tarring work on the Eltham Road ; erection of a fence guarding the approaches to the- Kaupokomii bridge; provision at the entrance to the Grand Central Hotel of a metal chip tarred frontage; cleaning of water tables bordering north,side of Kim Street East; provision of a culvert- at the intersection of the Eltham and Alanaia Roads, north side. Consideration was given to an application received from the Tennis Club, requesting that arrangements he made to have the courts sealed with bitumen at the club’s expense, it being decided to arrange for the supply of bitumen when the board’s roads were being similarly treated, conditionally that the club was able to defray the cost. FOR EM AN'S R SPORT. The foreman (Air A. Afelville) reported that work on trees in the cemetery and park had been completed. Tarring work on the Eltham Road had neon commenced, and would be continued as the weather permitted. The report inquired ccm-s-nung attention to the fence at the bridge within the town area. Attention was called to the presence in town on Fridays of fish ami meat vendors’ carts, which occupied positions too close to the principal intersection, instruction as to action being requested, aiid inquiry was also made as to whether the practice "1 scaling fish at this point was permissible. The lenort was adopted, the foreman to lie instructed to sec that, the hawkers took up their stands elsewhere than at the intersection. and to intimate that futpre breaches of the by-laws occurring through scattering iish scales, remnants or other rubbish in the streets would result in iho offenders being prosecuted. HOUSING SCHEME. Cr. Betts inquired concerning the nresent- position relating to the Board's j housing scheme. The loan money was exhausted, but lie had been given to ■ understand that another application

under the provisions of the scheme was likely to be received. The clerk said the board could apply to the Government for a further loan. The main thing to be considered, however, was the advisability of expending further money, .-supposing it was available. Or. Law thought, the board had already expended the full amount warranted. ■Cr. Kchely referred to the acute housing shortage, and considered that if possible the hoard should accommodate reliable clients. Cr. \\ illianis concurred in this opinion. Cr. Betts said the prospective applicant might not. require an amount equal to those arranged for by the board in the other cases. The clerk explained that- in addition to any loan the board, was empowered to raise a- further amo.unt not exceeding 10 per cent, of the original sum. It should therefore be possible to secure another £SOO. This represented the total sum available to any future applicant. On the chairman’s suggestion. it was decided to request Mr Betts'to make this position clear to the prospective applicant.
