The Minister of Agriculture states that a promising beginning with the export of pedigree dairy eattle from the Dominion has already been made, and the value of the certificates issued by the Department of Argiculture under its certificate' of record system of herd-testing is understood and appreciated ,by overseas buyers. • It is therefore not considered necessary at present to. promote legislation controlling the certificate of record, but the matter will be carefully watched, and" if later on it appears that special action is justified the necessary steps will be taken.
