The situation at Shanghai is regarded as serious, owing to between 10,000 and 15,000 well-armed leaderless Chekiang troops having entrenched themselves on the railway a quarter of a mile from the boundary of the iuteinational settlement. They refuse to surrender on the tenhs Offered them by Chi, knowing that he is reluctant to attack owing to the proximity of the foreign settlements, and fears'that if he defeats them they will sack the Chinese city. He offered them ten dollars each and repatriation to their own provinces if they will lav down their arms. —Reuter.
