LEATHER SUBSTITUTE.
* : SHODDY FOOTWEAR. A REGULATION BILL. (By Telegraph.— Special to the. Star ) ‘ T , WELLINGTON, Oet. 16. ' lhe Labour Bills Committee returned to the House to-day the Footwear Regulation Bill, which seeks to* control the use of leather subetitution by. providing for plain indications thereof on the goods. The committee amended the Bill to operate from January next, adding a. clause which will enable the holders of stocks which would not comply with the new law to continue to offer them for sale, if, before the commencement of the Act, they submit to the inspector of footwear complete details of their stocks. It was shown during the discussion of the report that boot manufacturers and their employees, also retailers and j importers, were opposed to the Bill in j its present form. The Minister of Labour justified it by declaring that some of the leather was worse - than the- substitutes. There Was .not sufficient evidence to justify the extreme steps of prohibiting the import of footwear having leather substitutes, and this course was not favoured by the inspectors of footwear, who were practical bootmakers.
