The machinery of the Dawes plan was to-day set in full operation by the Reparations Commission, which issued a formal declaration that Germany has fulfilled,the preliminary conditions, including the installation of various international bodies, the establishment of a company to" administer the German railways, and the depositing of railway bonds and industrial debentures with the trustees.
