FOR MOTOR OFFENCES. IMPORTANT PROVISIONS. IN MOTOR VEHICLES BILL. (By Telegraph.—Special to Star,) WELLINGTON, Oct, 11. The Motor Vehicles Bill has been reported from the Select Committee without serious amendment. The Committee has discriminated between the various classes of trailers- in schedule of annual licenses, trailers with three or more wheels being subject to a fee of £3. other trailers £1 per annum! The original Bill provided that all fines in respect of offences against the Act shall be paid into the Main Highways Accounts, but. the Committee lia's provided that, where the information is laid by a representative of a local authority, the fine shall be credited to the local authority’s fund. The deduction of one shilling for the expenses of administration is increased to Is 6d per annual licensee fee, which will be paid to the post office for collection. Motor vehicles other than motor cars or cycles owned by harbour boards are exempted from registration, and it is made clea,r that the term “motor vehicle” for the purposes of the Act will not include a vehicle owned by a local authority taking its power from an overhead wire. The definition of motor car included a qualification that it intended transportation of not more than sight persons. This number has been increased by the Committee to nine.
