THE MORATORIUM.
FIRST CONFERENCE FAILS. ANOTHER MEETING ARRANGED. (BY TELEGRAPH —PRESS ASSOCIATION.) WELLINGTON, Oct. 8. In the House to-day the Premier reported that the conference with the managers of the Legislative Council on the Mortgages Final Extension Bill had broken down. He said there was no possibility of the conference coming to an agreement, and therefore it was not prolonged. He thought that if a compromise could he arrived at with regard toi the dates fixed in clause 9, there would not be any difficulty in agreeing upon the others. He moved that another conference be asked for, and that the managers be the Hon. W. Downie Stewart, Messrs W. D. Lysnar and J. W. Munro. The Leader of the Opposition (Mr T. M. Wilford) said • the root of the question was that statistics should be available to enable the Government and the House to ascertain the number of people who are affected by the moratorium. The dates did not really matter much so long as the House had an opportunity of reviewing the position when that position was known. Some men could not be assisted, but others, perhaps only a handful, might be capable o.f assistance, and the House should be given an opportunity of doing sc if it thought desirable. The Premier said the position was not incapable of a solution, but it was delicate,'and they must he careful not to lose the whole Bill. The Legislative Council agreed to a second conference with the House concerning the amendments in the Bill, and the Hons. Sir J. Campbell. J. MacGregor. W. Stewart and Sir William Hall-Jones were appointed managers to meet at 10 a.m. to-morrow the managers appointed by the House.
