SIR JAMES ALLEN’S VIEWS. BY CABLE —PRESS ASSOCIATION —COPYRIGHT _ LONDON, Oct. 6. Sir James Allen (High Commissioner) expresses the opinion that the world disarmament conference . will not be able to amend the protocol, but unless the conference achieves a disarmament solution the protocol will be useless and will not operate. The conference will probably confine its activities to disarmament. The League has already evolved the machinery to deal with disputes and aggression The Australians take a different view especially Mr. Charlton, who is convinced that the protocol will be discussed and amended at the disarmament conference, consequently he is not worried about the present difficulties. Sir James Allen maintains that the nations signing tlie protocol are bound thereby, unless the world conference is abortive.
