Mr. William Leach, Under-Secretary for Air, speaking at Bradford concerning the bombing of natives in Iraq, said the Labour Government ordered that the weapon was not to he used without the fullest investigation, warning, and opportunity to submit the case to a civil tribunal and the surrender of the murderers for trial. In five cases out of six which had arisen during the Labour regime, said Mr. Leach, warning notices had been effective, and not a single life had been taken. The sixth case was when a chief dammed the river Euphrates, involving a thousand cultivators in starvation. He disregarded the 'warning, and consequently the air force destroyed the dam and the chief’s ports.
