BT CABLE—PRESS ASSOCIATION—COPYRIGHT GENEVA, Sept. 29. The gravity of the situation due to Japan’s attitude is increasing. The sub-committee met *- to-day under Sir L. E. Grooms’ chairmanship, hut broke up without reaching an agreement between the “big six"—Lord Parmoor, M. Briand, Baron Ishii, M. Hymans, and M. Politis—conferring on the subject.

The Japanese insist that they have no intention of submitting the question of Japanese emigration to the United States to the League, preferring direct negotiations with Washington . A serious deadlock has apparently been reached in the drafting of the protocol. A samll committee of jurists, upon which Britain, France, Italy, and Japan are represented, is discussing the question of the formula with a view to securing a solution. It is understood Baron Adatchi persists in his viewpoint. The Dominion representatives oppose the Japanese amendment, because they consider that Japan should not be excluded from being declared an aggressor if she attacks another State on a' domestic matter, which is what the amendment means. The Dominions’ representatives express the opinion that domestic laws should be amenable to settlement without recourse to aggression.

It is pointed 'out that acceptance of the Japanese amendment will close the door absolutely to the entry of the United States into the League.
