DRAFT BUDSET. 8Y CABLE—PBESS ASSOCIATION—COPYRIGHT Received Sept. 29, 1.12 p.m. GENEVA, Sept. 28The Geneva Council has agreed to a plan of investigation of the armaments of vanquished States by the League, replacing the system of inter-Allied military control, by which the commission of investigation will be coniposed of representative members of the Council and include at least one neutral member and representative of a bordering State, signatory to the peace treaties; .further, when examining any question relating to investigations, the permanent advisory commission shall invite assessors representing bordering countries.

The Third Committee completed its labours'last night with the adoption of the report of Dr. Benes and the resolution moved by M. Lange (Norway) regarding certain desiderat to be submitted to the council when preparing the geenral programme for the conference on disarmament. Several articles in Di\ Benes’ report were modified, hut not substantially. Thus part of the protocol dealing with security for disarmament has been -completed, and there now remains only the section dealing with arbitration, which it is hoped will he completed to-morrow.

M. Adatchi’s amendment to Article V of the arbitration protocol is as follows: “Without prejudice to the Council’s duty in endeavouring to conciliate the! pai’ties so as to assure the maintenance of peace, and good understanding between the nations.” M.' Adatchi said that there rvas a gap in the covenant and it was their duty to fill it up. He hoped, therefore, that the committee ! would agree to his amendment, which was the result of long and careful reflection. Finally M. Adatchi withdrew the amendment under express reservations on the whole protocol. The point has not yet been completely cleared up. M; Adatchi has not yet up, his mind, but probably he will finally give way.—Reuter. GENEVA, Sept, 28.

The draft budget for 1925, to be submitted to the Assembly of the League, totals 22,658,000 gold francs, a diminution of 670,000 compared with 1924.
