It was no doubt a fact, lie -added, that those importers who were- able to take advantage of it were benefiting by the present position,, hut of course they, could not be interfered with so long as they kept within the four corners of the law. He agreed that the consumers were not benefiting to the same extent, and for that reason he was not going to let the matter drop. He did not know/how it would w:ork out, but he was going to do his best to bring about a better state of things so far as exchange was’ concerned.'
