Wilbur (Secretary of the Navy) called at White House and after a conference with President Coolidge stated that a special hoard would be appointed to investigate the relative value of air,., submarine, and surface craft, with, a view to the adjustment of the budget. ’ - He declared that his speeches on the Pacific Coast were not mentioned during the conference. These, lie said, had been misreported. For instance, he did not say that there were antagonistic peoples on the Pacific, hut he did say there were opposing civilisations.
