FAMINE RELIEF. . <r oablb—press Association--COPTBIQF' MOSCOW, Sept. 14. The Council of Commissioners is specially taxing all over eighteen years of age for the relief of the .famine districts. The tax ranges'from fight shillings for workmen to £25 for tiadesmen. It is expected to yield £1 000,000. The Government is expending a total of £5,000,000.
