BUDGET ESTIMATE. «Y CABLjE —PRNBB ASSOCIATION—COPYRIGHT BERLIN, Sept. 13. An authoritatiA r e announcement was issued last, evening that Germany is unable to enter the League of Nations until the question of Avar guilt is settled. This caused a sensation, and it was joyfully greeted by the neAvspapers of the Right, but denounced by the Democrats and Socialists. It is now announced that the statement emanated from Herr Stresemann. It- \vas bis first act on returning to Berlin. A Cabinet crisis is now considered certain.
GENEVA, Sept. 13. The financial committee of the League of Nations approA r ed of the Budget estimate for the international labour office, totalling 7,105,000 Savlss francs.
