COMMUNICATIONS DISTURBED. BY CABLE—PRESB ASSOCIATION—COPYEIGHT MANILA, Sept. 3. A severe earthquake was felt in north-eastern Mindanao on Sunday, and the town of Cantilan, in the Surigao province, was damaged. Authentic details are not available, owing to the disruption of telegraph communication.
