BY CabIe—PRESS ASSOCIATION—COPYRIGHT
Received Sept. 2, 1.15 p.m GENEVA, Sept. 1. M. Hymans lauded the settlement of the reparations question at the London Conference as ushering in a period of peace, tranquility and progress; but, referring to the disai-mament question, he said that the very serious problem of security remained.' Europe was unable to live in a state of insecurity, and peace must be built on firm legal and political foundations.
