"I am compelled by solemn obligation,” he declared, “to speak the truth as 1 see it. I must reiterate Air Banina i-a’s contention that the recent Immigration Bill had. and will continue to have, grave consequences not only in Japan, bitt the world, iliis does not a man a threat; no intelligent person in Japan dreams of going to war with the United States.
“Ten or 20 .years from now Japan will perhaps be the greatest of all outside factors affecting American prowess.”
