TREATY WITH JAPAN. j THE DRAFT PUBLISHED. 8Y CABLE— PREBB ASSOCIATION—COPYRIGHT LONDON, Aug. 14. The Berlin correspondent of the Times says the Berliner Tageblatt lias published the draft of the Russo-Japan-ese Treaty. The treaty provides for the resumption of diplomatic relations. Japan agrees to evacuate North Salihalien within a fixed period after signature. Japan receives concessions in North Sakhalien and Eastern Siberia. These shall be determined later. Both sides undertake to prevent hostile propaganda. The Treaty of Portsmouth remains in fore.e, but all the others are scrapped. Old debts are cancelled in return for a favoured nation clause. New agreements will be concluded subsequently regarding fisheries and trade, and for a conference to settle any outstanding differences.
