—: ——t M. HERRIOT RETURNS TO LONDON. WITHDRAWAL OF TROOPS. CABLE —PBESS ASSOCIATION—COPYBIGHT. PARIS, Aug. 10. M. Herriot (Prim© Minister), M. Clementel (Minister for Finance), and General Nollefc (Minister for War) have left for London to resume the conference. Evening papers confirm that the Cabinet approved the policy of withdrawing French and Belgian troops from the Ruhr at an early date, provided Germany gives satisfactory proofs of her intention to fulfil the Dawes plan. M. Poincare, |n a speech to-day, insisted that Germany’s word cannot be trusted. France must remain on her gtiard. AN OYERSHADOWING QUESTION. WHAT GERMANY MUST HAVE. Received Rug. 12, 9.45 a.m. BERLIN, Aug. 11. Unless the German delegation returns, having secured the military evacuation of the Ruhr, they need never have gone and General Dawes need never have come to Europe, says the Nationalists and a large section of ■v Dr. Stresemanri’s following. - The general public are only interested in the conference as a possible avenue to evacuation. They will judge the delegation from this standpoint alone. A semi-official commentary on the London proceedings frankly admits this,' but suggests that it may be discussed directly between Germany and France and Belgium. It also hints that Germany may find it profitable to trade certain commercial concessions in return for evacuation.—Times.
