Mr E. Sliortt (Home Secretary in the Lloyd George Cabinet), writing to the_ Daily Express, states that his experience of four years as Home Secretary has convinced him that the final decision should not rest with one man. The final arbiter should be a commission consisting of the Home Secretary, the Lord Chief Justice, and the judge at the trial. It would then be a' matter for consideration whether the death penalty should be carried out unless the commission’s decision was unanimous.
