COLOUR QUESTION.
TEST OF WESTERN CIVILISATION LECTURE BY SIR V. CHIROL. BY CABLE—PBE3S ASSOCIATION—COPYBIGHT. Received Aug. 7, 10.35 a.m. NEW YORK, Aug. 6. The solution of the colour question threatens to become'the ac-id test of Occidental civilisation, said Sir Valentine Chiroi in his second lecture before the Institute of Politics at Williamstown, Massachusetts. He said that it is not by the sword that England can hope to rule India. What is to be feared at present is not overt rebellion against English rule, but a steady estrangement of the best elements in India itself, without whose eo-operation the whole- scheme of reform may languish, perhaps perish, and the ivhole weight of India, be thrown into- the scale in favour of a final breach with Occidental civilisation. It- will be an evil day for the Occident if all the other political, social and economic problems with which it is laced in the -Orient come to he merged in one comprehensive colour problem, which must- irresistibly unite against the West all the dillerent races and creeds ol the otherwise disunited Orient.—Reuter.
