DEALINGS WITH GERMANY. TWO AGREEMENTS. rtY CABLE-PRESS ASSOCIATION-COPYRIGHT, Received July 14/10.25 a.m. PEKIN, July 13. Wai Chiao Pu has issued the text of the two Chilio-'German agreements relating to the re-establishment of a German bank and the settlement of bonds and financial questions. In the former agreement China undertakes to return all the bank’s property, including the buildings in Peking and Hankow, free of encumbrance, and also pay 1,950,000 dollars in Tientsin-Pukouhu-kuang railway bonds as compensation for property in other parts of China which has been liquidated. The Government is prepared to reinstate the German bank on its pre-war footing, including its functions as an issuing bank. In the second note the Chinese Government agrees to release German private property still withheld by. China to a total value of between sixty-nine and seventy millions. The German Government will pay China in advance a portion of the indemnity equivalent to half the value of the released property, and as final compensation for all the Government’s claims arising out of the war the German Government undertakes to settle all outstanding claims of German private individuals against China, except claims in connection with the service of. Chinese bonds. The Chinese Government will definitely cancel the suspension of service of three railway loans and the reorganisation loan, and will resume full service. This agreement will be considered a final settlement of all outstanding claims of the Chinese Government against the German Government and vice versa, provided they originated before July 1, 1921.
