N.Z. REMITS FOR IMPERIAL CONFERECE. With Air. S. E. Wilson, of Christchurch, appointed Dominion delegate to the imperial RugOy Conference, "and members of the New Zealand Referees’ Association, the New Zealand Rugby Union tins week revised the list of remits to be sent to the conference and stand in the name of New Zealand. First submitted by the various provincial unions and collated by a subcommittee of three appointed by the mother body, these remits now stand as follow :

That the definition- of "tackle” be amended to read as follows: ”A tackle is when the holder of the ball is held uv one or more of the opposing side; when so held the holder of the ball must immediately part with it.” That in rule b, clauses (b) and (c) be deleted, and ail the words after the word “forward” be deleted.

That in rule 11 section (p) be deleted. That all appeals be deleted, and the decisions to be left to the referee. (These refer to cases of wilful heeling, passing, or kicking over the goal line, a \M making the ball dead and to cases of deliberately throwing the ball into touch.)

Offside. —That in rule S clause (b) be amended to read “when the ball has been kicked or handled hv an opponent.”

Fair catch. —That the value of a goal from a “mark” be less than the value of a trv

That when a free kick is awarded for obstruction the- option of a scrum back where the ball was last played he allowed, as in the case of off-side play. Line-out. —That the live yards throwin from touch be universally adopted, with the penalty of a free kick if not thrown, or prevented from being thrown, five yards. That the advantage rule apply to every phase of the lme-out.

That rule 4 be amended to read as follows: The following shall be the mode of scoring: A try equals 4 points, a goal from a try (in which case the try shall not count) 6 points, dropped goal 3 points, any other kind of goaf 3 points.

That if a player knocks the ball on and recovers it before it reaches the ground the referee shall not blow for a knock-on.

_ Sydney Conference; resolutions :—(a) No charge to be allowed in the case- of a free kick, a kick from a. mark or kick's at goal from tries.

(b) If the ball drons directly into touch from a kic-k, except in the case af a penalty kick and the p I aver be in his own twenty-live, it shall be brought back and the line-ont formed from touch at the point where the player was at the, time when, he kicked the ball.

(c) All scrums to be not less than :en yards from the’ touch-line.

(d) Half-time not to be longer than ten minutes.

(e) Injured players may be replaced with the consent of the opposing captain.

That ah International Board be set up to consist of one representative of each of the following unions : England. Scotland, Wales, Ireland, France, South Africa, New South Wales and New Zealand. Such representatives shall be elected annually by their respective unions.

The powers and duties of the hoard shall he : —(a) to control Rugby Union loot ball ; (b) to consider and adjudicate upon any dispute that may arise between affiliated unions, the decision of the hoard shall be accepted and he binding upon the unions concerned; (c) to make and interpret all laws and rules of the game. The hoard shall periodically circulate to all affiliated unions and controlling bodies of referees, all rulings given on the laws of the game. That the International Board shall' convene a conference of direct- delegates at least once in ten years'.

That the International Board approve all interantional tours, which shall. as far as possible, he arranged in sequence (This remit applies only if the board is constituted hv an equal number of representatives of the eight unions).

That, in all cases of reinstatement troni League players the cases he considered on their merits, providing always that no monetary consideration has. been received, and that- no second chance of reinstatement is given. That out-of-pocket expenses not exceeding 4s a day he allowed to players taking part in overseas international tours.

Presentations and testimonials. — That in rule 2f in the laws of professionalism each case he considered o/ its merits.
