A special correspondent informs the Daily Chronicle that the French Go% ternment proposes to hand over to the Soviet Wrangel’s Black Sea fleet, consisting of two battleships, one**"Tight cruiser, one cruiser sloop, one repair ship, and ten destroyers, which are now lying at Bizerta, and which were handed over to France when Wrangel’s force collapsed. France’s present action is believed to be the precursor of trading negotiations..
