Australia has. every light to refuse the ratification of any proposal of which she disapproves on its merits, but veiled threats to turn down one recommendation merely bv way of retaliation for the rejection of another does not conduce to the relations ! we desire to see within the Empire, nor will it promote the. acceptance of Mr. Bruce’s-view.
