NEW LEGISLATION SOUGHT. BY CABLE—PRESS ASSOCIATION—COPYRIGHT LONDON, July 3. The congress of Empire Chambers of Commerce adopted a resolution moved by a Sydney delegate (Mr. Meeks) urging the repeal of the existing merchant shipping legislation and the substitution for it of an Empire Merchant Shipping Act applying to Empire vessels entering and clearing the customhouses of the Empire. A Swansea delegate, Mr. Turpin, described the proposal as impracticable. He said that Australia was the greatest cause of trouble to British shipping in the whole world. It was up to Australia to put its own house in order first hv accepting the Carriage of Goods by Sea. Act.
