The report of the Overseas Settlement Delegation adds: “The flow of immigration clearly requires to be carefully regulated, whether it be for land or other purposes. The delegation recognises. that considerable capital will lie required to place any new land settlement upon a sound basis. The financial difficulty, therefore, is very real, and the Government’s heavy commitments in connection with the settlement of New Zealand expeditionary ex-service men has been represented as the reason why, until all such are’provided for, it is considered undesirable to throw open areas for selection under new schemes.” The delegation pays a tribute to the work of the Departments of Land and Agriculture, and incidentally suggests they should extend the foundations of scientific and educational work, which are already well laid in the department at Wellington and the State farms.
