No experienced military officer can be of opinion that Germany is in a position to cause an armed conflict m Europe,” adds the report ‘‘because she is in a condition of helplessness, unparalleled in the history of nations.” The reply suggests that the fears of a danger to European peace is due to th§" fact that the idea of a general disarmament has not made any noteworthy progress among other nations, lhe reply accepts the Allied demand tor a general inspection, provided it is final and is concluded by September 30.
