Giving evidence before the Commission of National Insurance, Sir James Barrett condemned the baby bonus as one of the worst Acts ever introduced. It had not increased the birth-rate or decreased the death-rate. The money would,be much better spent on maternity institutions. Referring to the prevalence of venereal disease, he said that of every 100 deaths in the Melbourne hospital 30 were Spyhilitie. Quite 10 per cent of the expectant mothers were affected with the disease. He urged that the remedy was early marriage, and a more complete education on disease by a wide publicity campaign.
