RUSSIAN ENMITY. A SILENT AVAR, BY CABLE—PRESS ASSOCIATION—COPYRIGHT. LONDON, June 14. Mr. H. G. Greenwell, the special correspondent for the Daily Express- on the Russo-Roumanian frontier, says that Russia is waging a silent war against Roumania by midnight marches of troops and other forms of pressure and intimidatory propaganda. He expresses the opinion that this may continue indefinitely or suddenly set the Balkans aflame. Roumania’s view is that Russia is bluffing and is not ready for an offensive this year.
