Hastings Borough Council.

The ordinary meeting of the Council was held last night. Present: His Worship the Mayor (Mr T. J. Thompson), Crs Donovan, Roach, Miller, Styles, Cunnold, Cassin, George and Fowler. Leave of absence was granted to Cr Smith.

ROAD OVERSEER'S REPORT

1. The Borough staff have been engaged putting in kerbing and channelling, asphalting footpaths, cleaning drains and watertables, forming Park and Terrace roads and tennis courts at Cornwall Park. The latter have been formed and sown down and the fence will be removed in a few days. Gates are being erected at Queen's Square. 2. I estimate the cost of filling in drain and forming footpath from racecourse corner to Agnew road at €2 10s. Culvert across Agnew road has been lengthened and water tables cleaned out.

3. I estimate cost of curbing and channelling King street from Eastbourne street to Lyndon road at £25. Both sides of Lyndon road at £4O. In this connection I beg to advise that one side of Eastbourne street and one side of Lyndon road be channelled instead of both sides Lyndon road. 4. Re lowering sewer trap at railway crossing I beg to submit the following reasons for not carrying out the Council's instructions : That there is not less than I2in of water running down the sewer at anytime and allowing for J4in waste when the trap is lowered the rise will be for the Ist minute, 3%in for the 2nd, and 3m for the 3rd, that is a total depth of 22in in 3 minutes. ) When the suction hose is properly put down at an angle of 45 degrees 14m of water will cover it. That is when the water is standing at 22in in the sewer it will be Bin above the suction hose. The sewer was constructed to take sewage from houses owners being compelled to construct and maintain connections at considerable expense. f take it to be my duty to see that unnecessary obstructions do not occur. That is to keep the sewer as far as possible in proper working order. The blocking of sewer for lengthened periods to a great height tends to cause blockages in house connections and by-sewers. Causes : accumulation of sewer gas and gathering of solids caused by decreased flow, all of which are detrimental to satisfactory and efficient working of sewers and house connections. 5- The road entering gravel pit at Bridge Pah has been completed and the Stracker waggon got the first load of shingle yesterday and will now be kept continually at the work. 6. The contractors for erection of morgue have started work. Clause I received. Clauses 2 and 3 adopted. Clause 4 received, explanation satisfactory. Clauses 5 and 6 received.

INSPECTOR OF SEWER CONNECTIONS. For the year ending 31st March, 1909, T beg to report the carrying out of 74 house connections. There now remain only three houses within lOOft of the sewer to be connected, for which arrangements have been p.jade. In this connection I bee to point out to your Council the absolute necessity for extending the sewerage to some of the more congested parts of the town. — Received. BUILDING INSPECTOR'S' REPORT. For the year ending 31st March, 193Q, f beg to report having issued 96 building permits, representing a capital value of £29.838, the bulk of; which lias been expended in the erection of dwellings varying in value from £250 to £3OO. —Received. CORRESPONDENCE. From the Public Works Department, Wellington, informing the Council that the Department is prepared to receive offers for a threeton capacity weighbridge, erected at Auckland. —Received.

t From the District Health Officer, I suggesting that the drainage schemes in possession of the Council be submitted to two experts chosen by the Chief Health Officer. A similar proposal had been recommended to Gisborne. —Referred to the incomingCouncil. The Secretary of the Hastings Chamber of Commerce wrote asking for permission to use the Council Chamber for meeting purposes at a charge of 5s per night.—Granted. From H. W. Chrriie, intimating that it was impossible to have his report on a high pressure water supply re.ady for this meeting, but that, if urgently required, he would endeavour to have it' ready for next Thursday.—Received. From John Carroll, applying for. permission to lower Ellison street from Sylvan road to Riverslea road and form ready for shingling.—Referred to the incoming Council. GENERAL. In the absence of Cr Smith, the notice o f motion standing in his name was moved by Cr Miller and seconded by Cr George " That steps be taken to have all drains passing through private property and which have been duly conveyed to the Council, properly fenced where necessary, and that adjacent owners be called to contribute half cost of erecting the same," —Carried. Cr Fowler said that he could not understand why a gas meter had been placed at the foot of the lamp at the new bell tower. He understood that the Napier Ga? Company charged the Council so much per lamp for street lighting purposes. He would also like to know by whom, authority was given to place it thcrew

The Mayor in reply said that the light was kept burning ail night, and used to light the public urinal, and was not turned out at the same time as the street lamps. Accounts amounting to £482 6s 8d were passed for payment.
