THE NAVAL ESTIMATES

The Times, commenting on the forthcoming Budget, says the army estimates will be nearly ,£28,000,000, an increase of £3,000,000, which will be chiefly expended on shipbuilding. The cumber of seamen will be increased by 4000 to 5000. The total expenditure will be .£*112,500,000, necessitating the abandonment of the easy-going slovenly system of finance, and a courageous effort to render available the vast taxable capacity of the country yet untouched.
